Are these the actual trading hours?
Yes for the standard regular session; pre- and post-market windows are the typical broker-supported extensions in the US. Some exchanges have half-day sessions before holidays.
Why do some exchanges have no pre-market?
Outside the US, true pre-market trading is rare. Many Asian and European exchanges offer limited off-hours trading only to institutional clients.
How do public holidays affect this?
Each exchange has its own holiday calendar. The tool does not encode them, because they vary by year and by exchange. Always check the exchange calendar for the date you plan to trade.
